Tow hearings in Hidalgo and Cameron counties
A tow hearing is held in a justice court in the county the vehicle was towed from: Hidalgo County for McAllen, Edinburg, Pharr and Mission; Cameron County for Brownsville and Harlingen.

Hidalgo County
The county's Tow/Booted Vehicles page says to file a written request before the 14th day after the tow, not counting weekends and holidays, at 100 N. Closner in Edinburg, Monday to Friday, 8 a.m. to noon and 1 to 4 p.m. The precinct 2-1 packet lists a $54 fee and says cash is not accepted.

Cameron County
Cameron County lists ten justice courts but posts no tow hearing page, form or fee. Ask the court clerk. The same 14-day state deadline applies.
Brownsville's city magistrate section
Brownsville's Code also describes a hearing before a city magistrate, requested within six working days, with a $50 fee. We have not confirmed that the municipal court holds these hearings today, so the tool points to the justice court hearing under state law.
