Lists ten justice of the peace courts in Port Isabel, Brownsville, San Benito, Los Fresnos, Harlingen and La Feria. It does not mention tow hearings or a tow hearing fee.
Requires a police certificate of registration for companies doing nonconsent tows, sets rotation-list rules, puts tow fees in the chapter 18 fee schedule, ties storage charges to state law and TDLR rule 85.722, and requires private-property tow operators to notify police within 30 minutes.
Sets up McAllen's voluntary police rotation list: insurance, a $100 yearly company fee and $35 inspection fee per truck, reporting of abandoned rotation-tow vehicles, and the rates rotation companies agree to, including a $100 private-lot tow and a $40 drop fee.

Gives a hearing before a city magistrate on probable cause for a tow, requested in writing before the sixth working day after storage, held within four working days, with a $50 filing fee. State law separately provides tow hearings in justice court within 14 days.
We have not confirmed that the municipal court still holds these hearings; the tool does not send people to it.
