LPD's page links 'Find a Towed Vehicle' to an outside vendor's search by plate or VIN, and links a separate login portal for reporting repossessed or impounded vehicles. It gives the non-emergency number, 806-775-2865.
Lubbock County has four justice of the peace courts at 904 Broadway. The county page says the courts handle illegal towing among other matters. No tow hearing fee or form is posted; the tool tells people to ask the clerk.

The City's towing rules: complaints go in writing to the City Secretary; nonconsent tows must be stored at a licensed lot inside city limits; tow operators must tell police within 30 minutes of a nonconsent tow; parking-lot tows follow state law; owners at a police scene may choose a permitted company; and the City sets rates only for companies it contracts with.
The City form for the nonconsent tow permit required by City Code § 24.09.041. The City's site listing shows it asks for the storage lot's capacity and every Class I and Class II wrecker the business will run.
