Spokane Municipal Code chapter 16.55: Towing and Impoundment (repealed)

How the Spokane Police Department picks tow companies on rotation: each must be a state-registered operator with a signed letter of appointment and contract. It sets public rates at or below State Patrol rates, lists grounds for suspension (including overcharging and a court or Department of Licensing finding of improper impound) and revocation (including continuous or flagrant overcharging), with hearings before the City Hearing Examiner, and lets the Department forward complaints to the Department of Licensing.

Spokane Municipal Code 16A.07.080: Impound after 24-hour notice

Spokane Municipal Code 16A.07.060: Vehicle immobilization and impoundment

Public impounds follow chapter 46.55 RCW. A vehicle with four or more parking tickets unpaid for more than 45 days goes on the scofflaw list; after mailed notice it can be booted, and impounded if not paid within 2 business days of the boot notice. Eight or more unpaid tickets also allow an impound.

The Sheriff's impound rules outside city limits: when a vehicle can be impounded without notice, impound 24 hours after certified-mail notice or 72 hours after posting, the Sheriff's notice within 24 hours, redemption, and a hearing that can release the vehicle without charges if the impound was improper.
