City Council amends a towing contract to remove abandoned RVs
The City reported on April 15, 2025 that the Council voted, on its consent agenda, to amend and extend its service contract with Evergreen State Towing to cover towing, impounding and, when appropriate, disposing of abandoned RVs. The City's program had been paused for six months; it adds to the state's abandoned-RV program run by the Department of Licensing.
The City's administrative policy for its police tow rotation list (ADMIN 0680-25-01) was revised effective January 24, 2025 and published February 12, 2025. Rotation companies must charge the public no more than State Patrol rates; overcharging, or a court or Department of Licensing ruling that a company impounded a car improperly, can lead to suspension, and continuous or flagrant overcharging to revocation.
Spokane's 24-hour notice rule before parking impounds
An ordinance passed July 10, 2023 (ORD C36400) set out when the City may impound after a notice has been on the vehicle for 24 hours: 24 hours parked in a Paid Parking Zone, 72 hours on one block face elsewhere, 24 hours for a non-passenger vehicle outside the zone, or a junk vehicle on public property.
