Private-property tows in Sacramento: state rules and the City Code
State law sets most private-tow rules in Sacramento. The City Code adds a few duties for tow operators.

Ask who they are and where the car is going
On request, a tow truck operator must give the owner (or a person allowed to drive the car) the operator's name, the company's address and phone, where the car will be taken, and a number to call to get it back.
Rate schedules and receipts for city-based companies
Tow businesses based in the city must file their rates, carry a matching rate schedule in each tow car for anyone to see, and give a written receipt showing the fee and miles towed on request. Charging more than the carried schedule is unlawful.

State rules still apply
The property owner must call police within one hour of authorizing a tow, and if you return before the car leaves the property the company must release it. SPD's own order repeats the release rule.
